Strategic plan discussion

Next steps - implementation/work plan development - Planning committee?
- finish strategic plan document
- create work plan by season, committee, and date
- talk about committees and staffing committees - Leslie will send around lists of potential volunteers for each committee
- approve final draft of strategic plan at June 12 board meeting

Business/Governance

Status of Quick Books effort - Kim and Gary
- committee will establish bookkeeping policies and procedures
- Mary will ask Coe Sherard and Susan Lane who does Response's books,
Annual meeting financial report
- around $3000 net
Insurance Update - Kim
Haun MacGrueder - much cheaper type of insurance - "club" related rather than business
- Directors and Officers insurance - $837 annually - Haun MacGrueder
- Workers Compensation Insurance - $230 annually
- premium is based on prior year's census of pay roll
- General liability insurance - limited right now because we are classified as a club
- need to increase or have coverage for hire and non-hired automobiles
- $2000 annual total for D & O, workers comp. and general liability
Travelers Quote: business liability with 2 million dollar cap but they have exclusions for river clean ups. Larger business type umbrella but it does not cover river cleanups and people under 18 years old.
- $2500/annuallly total from Travelers
- Need to factor these cost into future project grants (overhead).
- Need to up operational support
- Operational expenses = $71,000 per year, less MARPAT
- Need to address how Friends exposure is changing as we evolve from a club to more of a business type organization - right now we will keep the club status - as
long as we can add the Officers and Directors insurance.
- Review as things change.
New Board Members

- No updates but Board and staff will continue to work on finding potential
board members.


Committee Updates and Action Items:

Science Committee

- Meeting update with Oakhill and the opportunities we now face - John Holmes
- new drinking water focused research - need to team up with reputable university (Kim) (AP's research had no credibility - no documentation is available on how they tested the water. Good example of how little info. you need to entice scientific interest).
- Oak Hill - John and Jeff Kelble met with three members:
- will fund more than one project if they can - last year they funded 190
projects - maybe would fund 3 or 4 projects for Friends.
- we should only limit ourselves based on our management capability.
- John is proposing to make 4 or 5 bids:
- 1 or 2 projects: drinking water issues, and an intern to do redundant shadow analysis of DEQ's Fish Kill work; or ask for organizational support.
- or mix and match……
[Oak Hill funds green architecture and infrastructures projects]
- Kim interested in green infrastructure project as well.
- or apply for operating funds alone.
- YSI proposal denied - where else should we submit this proposal - Mary Gessner
- possibly submit this proposal to Oak Hill - how much for how long?
- shop the whole package around - but as only one year and with Friends of the North Fork in the lead - possibly could get up to $100,000 from Oak Hill.
- Mary wants to make sure our current core programs to be maintained/funded.
- John and Mary will re-work YSI proposal to for Oak Hill.
- supply e.coli equipment for FOSR, make sure they don't have.

- September 6 monitoring thank you day - John Holmes
- no discussion - postponed until later.
- Smith Creek Partnership - TMDL meeting, May 27 - Friends role? Mary Gessner
- implementation plan for the TMDL - main point of meeting
- TMDL process is extremely frustrating but is something that we probably need to be involved with.
- John's point - our participation makes it appear that we believe in and support
the process. John is suspicious of the process and wants to make sure it
is worth Friends' while to promote and participate in.
- Broadway sewage treatment plant:
- Broadway is trying but DEQ is the problem - they will not regulate.
- We could put an informational pamphlet out regarding the past regulatory infractions and what is going on now - has there been improvement?
- Use Herald to place pressure on Broadway, DEQ and chicken processors
(above). Ron suggested pulling the data and comparing - past and
present - are they on track or off track?
- Leslie will work on it -
- Also do a good news report on Woodstock treatment plant.

Legislative Committee

- Broadway and New Market permits that are out for comment - John Holmes
- New Market comments due tomorrow - same issues as usual
- Broadway permit - expansion for higher permit level so they can add New Market -
but will not hook up until the Broadway plant is upgraded.
[need 25 requests for a public meeting and substantive issues - deadline is at
Memorial Day]
- what is our strategy - very simple - don't allow any expansion until the plant is upgraded.
- Broadway plant has just violated their permit (consent order) for the year - is there legal standing. Is it worth it to ask for a public hearing? Only option is to sue. EPA should be suing but the political reality is that nothing can be done.
- State Water Quality Standard Review (bacteria) – due May 31st - Mary Gessner
- Mary working on this.
- Email membership and encourage them to write.
- Shenandoah County code change re: Private Waste Water Treatment Plants - Mary Gessner
- letter encouraging BOS to pass this code change because it is very
restrictive - by the 28th.
- public hearing held last week - no one spoke against this.

Education and Outreach Committee

- MARPAT proposal for 2008 - Kim Uhl
- May 27, 2008 deadline for one page proposal, one pager then full proposal due in July
-extension of Cindy's contract - have to look at funding available in order to bridge the gap between first and second MARPAT funding in order to keep Cindy's job going.
- Possibly make the proposal to Oak Hill to cover Cindy and some of Leslie's operating expenses - last quarter would be $5500. Leslie's time - think of some unique.
- Rain barrel workshop report - Cindy Frenzel not present
- Workshop went great, was well attended, and we have another scheduled for July 14
in Strasburg.
- Rain barrel workshop in Strasburg - July 14, 6:30pm at Town Park
- Update on presentations and more rain barrel workshops? - Leslie
- do a fee structure that is cheaper for members.
- schedule additional workshops? - increase cost of workshop to obtain commercial barrels. Use it as a membership growing opportunity.
- Working with faith community - possible partnership with Rivanna Conservation Society and Friends of the Rappahannock - Leslie Watson
- Board is o.k. with a more concerted effort.
- Margaret will look into this, as well.
