Approve Minutes from April Board Meeting - - approved
Business/Governance:Financial report - Gary absent - question about the income and expenses through June - Leslie will follow up with Gary. Status of Quick Books effort - Kim and Gary - committee will establish bookkeeping policies and procedures. - Kim is drafting best practices for financial control procedures for next board meeting. - Kim will try to meet with Gary to finalize best practices. Insurance Update - Kim - payment due for current coverage - Sept. 1, 2008 - Kim will work out prior to payment due date. - still working on quotes and will get this worked out this week. - waiting for response. Web based monthly and on line giving - update. - Kim will meet with Susie and Leslie on this subject - July 26 or August 2.
Strategic plan discussion: Work plan - solicit membership for interest in committee work. Write description of duties and email volunteers and put on website - by next Thursday. - get responses back to Leslie on work plan, as well. - Possibly create different committees - - Change fundraising committee to events committee - more palatable for volunteers. - Coordinate meeting with John and Mary for monitoirng - July 18 Committee assignments - see above.

Committee Updates and Action Items:Science Committee - Status and outlook for the lab - Ken's inventory - John will meet with Ken Owens at some point. - Mussel Research - DCR - Project leader wants help with river access points. - John Holmes and Jeff Kelble will be talking with project lead on Monday. - Friends attempted a mussel survey about 10 years ago. - John will email everyone to let them know what is going on.

Education and Outreach Committee - MARPAT update - Cindy Frenzel - need update from Cindy - Yard Crawl - August 9 - Leslie and Susie Wilburn out of town; Cindy has Bible School - we will skip the crawl this year as we are participating in the Fair and the Edinburg Ole' Time festival. - Shenandoah County Fair - August 22-30 - Cindy Frenzel - Edinburg Ole' Time Festival - Sept. 19-21 - parade on Saturday. - Herald Articles sub-committee - committee update, strategy - discussion of topics. - Send list of topics to Kim and Stephanie Uhl to write. - Little known and misunderstood stoneroller - John Holmes. - Need to have a light article - every now and then. - How to have fun on the river, birds and animals of interest, etc. - Andrew Thayer - photographer and writer - ask if he wants to write - naturalists oriented. - Multiple choice quizzes - "River I. Q." - Stephanie, Cindy Frenzel, Leslie Watson - Lions Club - John knows new president and is willing to recruit for Friends activities. - Newsletter - put membership renewal slip (cut out) back in newsletter.
Fundraising Committee- Endowment update - Margaret Lorenz - Mary and Ron have contributed $100 each to the fund thus far and we have one member contribution. - what type of investment strategy - growth fund (not doing very well right now). - $1.5 million and were able to distribute money this year to groups. - what keeps us from managing a fund ourselves? - Foundation does all of the management for 1% per annum of total money you have invested. - This is a permanent investment strategy. - Advantage of endowment is that people feel more secure in leaving to an endowment. - Our board would have to request funds from the Foundation. - Are there provisions for if we go out of business or if they go out of business - yes. - what kinds of professional money managers do they have and what is their track record - - long term growth strategy - not necessarily the direction we want to go. - do larger investment companies have these services - like Schwab or Fidelity? - Kim and John recommend doing some more investigations. - Foundation management services - what is cost and how are they managed? - John Holmes will check out Fidelity and Kim will research Schwab and others. - need to figure out how to structure and manage an endowment fund. - FNFSR has $5000+ CD currently. - if we set up our own - we can set up our own by-laws. - Leslie will ask George if FOSR have an endowment and how they manage it. - Meanwhile - we will set aside the money that we already have .
- Fish Fry planning - Leslie - structure - very simple but a clever way of making money: - raffle? - raffle where you can pick the thing you want - sell tickets. - dunking both.
